The North Queensland Cowboys and Penrith Panthers have finalised their line-ups for their Round 16 clash at 1300SMILES Stadium.
Kyle Kaybutt replaces the injured Johnathan Thurston in the halves for the Cowboys, while the Panthers are 1-17 as named on Tuesday.
