The Panthers star has navigated a hamstring injury throughout the first three months of the season, spending two separate stints on the sidelines.
Canterbury winger Jacob Kiraz had trained with the Blues while To'o battled to overcome his hamstring niggle but he returned to the Bulldogs for Sunday's match against the Rabbitiohs.
The squad arrived at the Fairmont Resort on day one camp and trained at Wentworth Falls on Wednesday and Thursday before returning to Sydney to train ahead of flying to Perth on Saturday afternoon.

Luai played all three matches of last year's series, partnering Cronulla's Nicho Hynes in the opening game and Moses in Origin II and III as the Blues triumphed 2-1 following defeat in Origin I after Joseph Sua'ali'i was sent off.
He has a close relationship with Cleary, playing alongside him in the junior grades at Penrith before the pair won four consecutive NRL premierships together in 2021, 2022, 2023 and 2024.
The pair opposed each other for the first time since Luai's departure to the Tigers in last Sunday's NRL thriller at CommBank, won 18-14 by the Panthers.
Moses injured his calf 20 minutes into an opposed training session against The Entrance in the Blue Mountains on Thursday and will be sidelined for up to six weeks, ruling him out of Origin III at Accor Stadium on July 9.
Bulldogs five-eighth Matt Burton is already in the squad as 18th man and was considered as a replacement for Moses.
However, Burton is considered a better option for the 18th man role as he can provide cover for a variety of positions, from the outside backs to the halves and back row.
Unlike NRL club teams, who announce squads of 22 players at 4pm Tuesday ahead of each round, NSW and Queensland only name 20 players so greater discretion is given to call in a player if there is an injury in camp.
